Domestic Y travel values miles between $0.01 and $0.03. Redeeming miles for hotel stays are often $0.01 to $0.02 per mile. International premium travel values miles between $0.07 and $0.10.

You've been offered miles at $0.013 per mile. Seems like a decent deal, either way.
