Well at least in Europe there is one common definition, which is that a "stopover" is any stop longer than 24 hours and a "transfer" is any stop 23 hours and 59 minutes or shorter.
I thought the definition applied to most countries and continents, but apparently the US is an exception.

I have made use of the transfer rule several times myself, spending 22 hours in a city enroute. Never been a problem except that one or two agents have told me "this is not really the way it was meant to be".
