Last year on a Z ticket via FRA with a stopover in Norway then on to USA, LH counted all landings in Europe including immediate transfers as stopover.

I tried to fight with them (as did my TA) over this but they were unmovable.

It appeared to me that LH makes its own interpretation of its own rules.

It was not a nice situation.
