I didn't find this via a search.

At LIT yesterday, I forgot to pull my Kippie bag out for separate screening. The xray operator called for a bag check, and the TSAbot found the bag, which contained a number of items under 3oz. She told me that as of August 4 (I've been off the road for a few weeks), in the event that toiletries under three ounces were found in a bag search, the traveler's options are a) to relinquish the toiletries or b) go BACK TO THE END OF THE SCREENING LINE and go through screening again.

This is obviously retaliation for not pulling the Kippie bag out. My question is whether this is now SOP.
