Just as the 12 month of no activity approaches, redeem certificates to basically empty out the account. Then whenever wishing to redeposit the certificates and use the points for something, buy 1000 points before the certificates expire. This way it should be possible to keep the points in the account for nothing more than $12.50 nearly every two years without even doing anything else.
