Is this actually SOP or was this a screener gone mad using his/her "discretion" and making up a rule to send a pax to end of line?

I've seen others lately who have forgotten to remove their baggie - saw one passenger who was given a baggie for her liquids at the "3-1-1 table"(tm) and then proceeded to put it in her carry-on.

Haven't noticed anyone being sent to the end of the line. I read the report of it posted on FT ... but is it really SOP, airport specific SOP, or just a screener using "discretion"
