In my opinion it's just a waste of resources generating needless litter and should be eliminated altogether.
I've flown on CX, SA and TG (in business on TG) numerous times and the only time I got one was while transiting HKG on CX, and that wasn't every time. I've managed quite well without them. And the ticket agents almost always (except on SA) put the bag tag receipts on my ticket receipt, not the boarding pass.
