I was willing to buy my cat "Sugarbear" a full fare seat on AF a couple of years ago and they said no. When I asked why not,they told me "They were concerned about their passingers comfort". I then asked how 3 crying babies that cried 6 of my 8 hours previous flight was to my comfort, they had no answer. I've had people tell me, who had allergies that they would rather sit next to a cat than a kid.
