In this case it is correct as the OP is looking for the lowest and non-flexible fare class.
There are some instances where a higher and more flexible is desired then the 12.5% GST would come into the picture. Qantas is the same, for NZ and Australia, where you were able to get the GST free fares, not the lowest fare class, from non-domestic sites like aa.com.
