From what I read I`d say that the GA did target "little old lady" as she would be easiest to fool. I`m also sure that she will never get compensated and by now has forgotten about it by now as she propably has seen enough in her live to not get angry about this at all.
On the other hand I sure wish she goes angry and brings it up with UA and that the GA will "bleed" for it.
Deviation from the company upgrade policy is grounds for immediate termination. Even on a clean record with a ton of seniority.

So you think the GA would risk their job because they think an elderly woman might not complain? All to upgrade a fellow employee from another department they not may have even met before? Seriously?

And if that's what you think, you are basing this on what you've read on this thread on FlyerTalk? As many others have stated, there isn't enough info here to jump on that band wagon.
