I flew EWR-LIM a couple of years ago, and had no problems getting EUAed on this flight, as a NW Plat. In fact, I think there were open seats too in FC.

My rule of thumb:

If it's to Central/South America/Carribean and on a 737 or 757, then you get the EUA. If it's 767/777 then you don't.
