I can't see a penalty charge. I can see a smaller fleet of cars for smokers. I'm a smoker and I don't pay any more for a smoking room in a hotel than a non-smoker. Nor do my beers cost anymore in the bar to sit in the smoking section. Health Insurance is basically the only thing that costs me more.

Well, that and the whole early painful death thing.
