The company HIS travel are not exactly known for their 'high end' experiences, and they occasionally charge foreigners more for services they advertise in English than for those available to Japanese nationals. But they aren't a 'fly by night' operation and are one of Japan's biggest travel companies.

If you contact the International Tourism Center of Japan TIC you may be able to find a host family in Tokyo rather than in Narita if that's your preference.
