This has applied to all UK Dom and European Y fares for a while now.

Some D class and I class fares don't even have the £30 change/upgrade option.

Full fare economy (J on UK DOm, Y in Europe) are the only ones changeable on the day (though I have had a nice ticket officer who changed be on departure day as I was Gold).
