Oh, I don't know.... If you don't take the statement too literally, the airlines aren't lying. There may be no literal FAA regulation which says that passengers are limited to two carry-ons of a certain size, or that bistro meals must be placed under the seat in front of you, but FAA regulations probably do have something to say about how heavy an item can be and still not be properly stowed in the overhead compartment or in storage space under a seat.
