Once the seat-belt signs go off, anything can happen. Those 3.5 year olds are energetic.

That's why I try to go for the exit row, or two rows in front of the exit row, when flying economy on a widebody. (Not one row in front of the exit row; those seats sometimes don't recline.) I'm well away from the bulkheads where the babies / toddlers live, but still reasonably close to the front of the cabin.
