That tends to be an offering of business hotels but certainly not for higher level places. You pretty much need to check the hotel's website for information on breakfast. In my experience, only the less expensive places include breakfast for free. Many will have an inexpensive buffet at extra cost.

Of course, if you are a gold or diamond member of a hotel's loyalty program and staying on the club floor, breakfast in the club room is often a perk. One of my nicer breakfasts in Japan was in the club room on the 19th floor of the Nagoya Hilton, looking out over the city through a light snowfall.
