Well basically it has taken a turn for the worse, she keeps putting me on hold to talk to her supervisor, who is on the line with some other department at Delta. She told me that at this point it looks like what I need to do, is go to a ticket counter with my $400 voucher (she says this is proof that I was issued $400) and ask them to figure things out. Gee, so basically since nobody on the phone has a clue they're just going to pass the buck? Talk about a pathetic suggestion. What information will the ticket counter at an airport have that they dont? I would guess that a ticket agent in an airport would have LESS information than the phone center people.
