I take it you're a 1k? If so, you're probably familiar with the 1k-issued Systemwide UGs. Technically, you shouldn't be able to upgrade on an Int'l e-fare, but you might get away with it at the gate if you ask nicely ... according to PremEx.

V class int'l fares are not upgradeable with miles or certs (expect Systemwide Upgrades). You're right: it's not explicitly stated when you purchase the ticket at ual.com, but it's clear in UA's printed literature and at the Mileage Plus section on their website. But like PremEx has pointed out, sometimes you get lucky on a operational upgrade as a 2P or 1K. You can always hope ...
