I don't really know the reason, but I think COPA has a lower fare and then adds in a fuel surcharge with the taxes and fees. CO has a higher fare but no fuel surcharge? I've noticed the same situation from LosAngeles to Panama and the end price on COPA and CO was virtually the same, it's just calculated differently.
