Jet.. firstly they must have NF or NC seats .. which on say a 737 is not always possible, as only 8 seats in total for staff, paid rev, and the army of 1Ks, and those surrendering 500 milers, points etc.

So if you were flying #876/258 SEA-DEN-ORD and there were only NF on one flight, thats all you could get, even if you wanted to use points or coupons/certs. Operationals are pretty unusual other than 1Ks on Shuttles which are automatic.
