My reading of the problem in the local papers was this:

1) Massport wants more gates for JetBlue and Airtran.
2) Terminal A was/is about the only terminal with space.
3) The contract with Delta basically gave them exclusive rights, and Delta only wanted either NW or CO to share the space.
4) NW didn't want to move because they want one terminal for all flights, including their AMS arrivals.
5) CO didn't want to pay the higher rents at terminal A.

So, my understanding was that Massport had to beg CO to move and cut them a sweetheart deal. I don't believe that Massport really has any leverage or say in the details. The whole situation really sounded like CO knew they basically held the cards and have used this to dramatically lower their costs.
