From the Oneworld website:

British Airways Executive Club
Executive Club Gold
Equivalent to oneworld Emerald

Lounge access benefits: When travelling on any of the oneworld member airlines, regardless of the class of service, an Emerald equivalent member and one guest will be welcome in any of the oneworld airline pre-flight lounges, including First Class, Business Class and Frequent Flyer lounges.

How this works in practice is down to individual lounges. I have read on FT various instances of Admirals Club lounge dragons refusing access to BAEC Golds and Silvers when there is a BA lounge in the same airport. Can't be arsed to search for the threads myself.
