This happened to me quite a bit a while back (receiving e-mail or mail offers and then not being able to register and/or being able to register but then not receiving the bonus). I called to have these eventually sorted out and fixed, but now I never receive offers anymore. It would seem that whoever fixed it fixed it permanently by disabling me from offers -- which is frustrating.
