I have asked ABN in NL : they can open a non-resident account there with a minimum deposit of 25000 EUR. Paris office can arrange most of the papers and be the representative.

Not being a EU citizen, I think it is nearly impossible.
The best advice I could give, is to ask you local bank (the one you have in NL or the one you have in citizenship country) if they have a local representative in France, or a partnership with a French bank they could recommend you to. For instance, ABN AMRO owns La Banque de Neuflize in France, but this is Private Bannking only. I then doubt the will let you open a bank account in France, unless you are a very very strong cu$tomer with ABN in NL.
The same applies the other way : BNP Paribas (French bank) owns Nachenius Tjeenk in NL.
Now I ask fellow FTers from NL : how can one open a dutch bank account living in France, and being a French?
