For HKG tax, exemption is for sameday connection, not for within 24 hours connection.
In your case, did CX refuse refund for connection on same day ?

Passenger may apply in person for refund in cash at the Civil Aviation Department's (CAD) 'Departure Tax Information Counter' located at Aisle D, Level 7, Departure Hall, Terminal 1 of the Hong Kong International Airport upon production of all the following documents:
If ticket is tax exemption, and CX refused, still you can try refund at this counter.
