Having flown with a load of kids on an E170, I can't confirm that there is any restriction on what side of the plane kids can sit, or in which numbered row, irrespective of the location of the life vests. Kids were sitting on either side of the plane, and in both even and odd rows. I noted a family of 4 sitting in two consecutive rows of A/B seats, with a lap child. The only restriction seems to be that only one lap child may sit in each set of two seats (A/B or C/D) due to the oxygen mask distribution.

It appears that Republic has made a more clear effort to disclose the location of the kidsize vests. On my flight with them, the lead FA personally explained the location of them to each parent or guardian traveling with a child (after the safety demo, during the preflight check for seatbelts).
