FWIW, Department of Transportation Inspector General Kenneth Mead will deliver a report concluding that flight delays are much worse than on-time statistics reveal. Airlines added flight time to their schedules by up to 27 minutes on nearly 82% of domestic routes from 1988 to 1999, according to the report.
