Do I understand correctly that you have two different fares, one for LWO-FRA, and a LH YOW for FRA-KIX? If so, this seems like a waste, because the YOW fare is EUR 3,500. You could upfare to business COW for 699 Euros. Or get a D fare for a round trip for EUR 4,199...
There should probably some other, cheaper options for business class too.

He couldn't ask for a C tiket even if it was cheaper, these are the clever rules of the public administration.
My suggestion would be either to upgrade with miles or trying to pay the upgrade at the gate...
