I think CX will continue to treat other OW elites well. The staff/ID90 op-ups should not affect J passengers as I believe they will likely pay the coach fare. It will probably just increase the chance of J->F op-up for the J passengers.

As far as op-ups for revenue/non-revenue tickets, I believe the only consideration CX has is whether the passenger is ticketed for the cabin, regardless of award or revenue.
