Why is this an
"odd problem"?
Everyone with a pulse know that within Europe (indeed most other places on the globe) in coach you are ONLY permitted
one (1) piece of checked baggage unless your elite level allows more, or class of service.
Your ticket says so right on it doesn't it as does the airline website - so why do you imagine well all agree it is "odd" the airline has one clear rule for all passengers? And has had for many decades.
Why do you absurdly term them as
holding your bag "hostage" when it appears YOU would be the one breaking their clear published rules?
Get some Elite status and your problem is solved is answer one that comes into my mind. @:-)
You make a number of mistaken assumptions here:
DL issued AF/KLM tickets do not same either weight of PC on them, at least not all of them. I have had at least two totally AF ITNS without in the last 2 years, with no mention of either concept on them.
Not everyone is clear on PC vs WC rules. Do a search on either on this site and see how many hits you get. I submit as proof a flight I took on KLM last year AMS-TXL as part of an ITN containing TATL travel. It took 2 agents and a supervisor to find the rule allowing PC to be used.
Most of the world is a rather broad assumption. Take my earlier example of QF in Australia. They waive the WC for PAX coming in on one PNR for travel on a separate PNR.
So by your rationale, any question is a foolish question.
