UA wanted £750 for an upgrade NC->F LHR-ORD. When I said no way, they offered it at £300. Since I was sitting next to a friend in C, I declined, but they do bargain down at LHR. My guess is that each station has a P&L for buy-up revenue, and the station managers are incentivized to maximize revenue.
