Question/Observations about Student(G) Visa's

So after my 2nd trip to London I'm now in possession of a passport with a Multiple Entry Student Visa valid untill August of next year.

Now...heres my question. What I'm familiar with and have read about is a single entry visa and then for leaving temporarily (Parents want me home) it's a trip to the Ward Office and a re-entry permit application which then means I can fill out an embarkation card at the airport and can use the residents lines on the return and so forth... What is the implication of having a multiple entry visa ?. Does that mean that I have to apply for admission again when I re-enter the country and have all my documents or because it's a multiple entry visa once the stamp is in I can use embarkation cards as per re-entry permits ?.

Secondly my observation - if they are moving away from re-entry permits for students is this a sign that they are tightening up on wayard students eg those who don't attend class such that if they leave and re-enter they can be deported if the institution that was sponsoring them has invalidated their visa due to non attendance whereas as I understand a re-entry permit overrides the visa and invalidating a visa can't stop re-admission to Japan for the period that it's valid ?
