I've had this happen on UA flights from DEN.

One time, some friends of ours were headed home from a visit, got to the curbside check just over 45 minutes prior to departure and were told they had to go inside. Once they got inside and got to the front of the line (just a few minutes later), they were told it was now too late to check and they had to be rebooked on a later flight.

To make it even worse, no one was able to explain to us why they were sent inside despite the fact that the skycap acknowledged that they were there ahead (albeit, barely) of the 45 minute cutoff. I've never heard anything about there being a more stringent requirement for curbside check, so I really wonder what was going on that day.
