Not on some of the flights I've been flown. I took a DL MD88 last year where one side of the exit row was occupied by two morbidly obese customers who both needed seat belt extenders, and could barely get those on.

If I need to evacuate and someone is physically blocking me due to girth or confusion, I'm going to evacuate anyway and that person is going to be on the floor.
