I wouldn't go there in Mid-November, but you're right, the city is full of history and antiquity and for someone who enjoys architecture there's plenty to see. First week of May is the optimal time for a visit as the chestnuts are in bloom and weather is perfect, despite occasional sprinkle or two throughout the day. Last week of September into first week of October is good too.
That's probably why the fares were relatively high around those dates
Well, I'm going in the second week of November. I'm from Seattle; rain is nothing to me. Sort of. In any case, it doesn't deter me from going out and looking at stuff!
Just the other day, I was marveling at how I up and purchased a PS2 on eBay without a second thought. That buy is nothing compared to buying tickets to Kiev, I tell you what.
