Flying to and from Tokyo, you can create a round trip ticket with H fare going one direction and M the other direction; just like you were trying to do to TLV. The only reason I posted this information is to show that DL is not consistent and that various markets have different fare rules.

But you are flying Delta RT the OP wants to fly DL outbound CO return, therefore only the higher B fare is combinable with other airlines lower fares.
