The requirements for bag matching are quite restrictive. 1 passenger failing to baord, when they "should" results in the offloading of bulk loaded LD3 containers to locate the bags of that person. Often the "can" could be the 1st one loaded, which means all of the subsequent cans need to be removed as well to gain access to the individual bag(s).
