If you hold Silver Medallion status or higher with Delta than you can upgrade at the time of booking on a Y fare. Otherwise, you are not eligible for an upgrade unless there are standby upgrades available for purchase at the gate.

A fares are, in my experience, usually fully refundable--especially out of Atlanta.
Also, you don't have to have status to upgrade on a Y fare at time of booking. I did it probably five times without status early this year.
