Well, on the ground at the gate, it should have been blowing cool air if the plane was connected to the ground air conditioning at MFE. That's assuming MFE has ground air conditioning units, but I'd be really shocked if they didn't.
I can't speak to whether or not they have them installed, but I do not believe that there was external A/C in use while at the gate. The temperature of the air in the personal vents was far too warm and remained constant.
