Not having air conditioning is certainly an inconvenience, but it does not affect an airplane's abilty to operate safely. I'd rather get where I'm going than be delayed to fix an air conditioner.
I wouldn't be so quick to say it is not a safety issue. Folks die from heat-related incidents all the time. I would wager more than die in airplane accidents. 90+ temps and humidity, combined with a metal oven and body heat doesn't sound safe to me.
