It would be my guess that some flight crew (NOT ALL) seem to think that paxs sitting in Y are not really worthy of service "because of the cheap fare they are paying." Some of this attitude is taken by the clues from mangement. There would have been a time that serving drinks (or at least) water on a hot plane stuck at the gate or on the tarmack would have been a given.
