I got stuck on a flight going into ORD- and had a similar experience. I don't think there are regulations- you would think that they might have some customer service skills to know that hot passengers need water. But since anyone sitting in coach, regardless of their "status" is seen as cattle- they seem to look at us as the enemy and not as people that are paying at least part of their paycheck.
