On TATL and TPAC flights, the only free UGs are "op-ups", which happen only if Y is oversold but BizE has space. These are pretty rare. Domestic segments of a TATL itin are eligible for Medallion UGs.

The PMU certs can't be used on the day of travel.

If you're on the waitlist, it should be computer driven; there have been some reports on this board of people not being UGd even when on the waitlist. The only catch is that to know what UG bucket availability is, you either need to call DL and ask, or use a for-fee service like ExpertFlyer. I don't know if PMUs are likely to get you a UG on your waitlisted leg. The bad news is that there are times that they won't clear any PMU UGs, in which case your buy-up to a higher fare class would have been for naught. Many people here will only buy a high fare if they can confirm UG availability, as they've either been personally burned not getting UGd with PMUs, or heard enough stories of others getting burned.
