I think you could book online but only at the ones that belonged to C&P program in the past , I mean the ones which were in the list at the old site.
I don't have the old list , but I remember 2 hotels were in the list : Sheraton Parsippany Hotel, New Jersey & Sheraton Commander Hotel, Massachusetts. Both of them are available to book online.
Probably the programming issue is not solved yet.
