maybe see if there would be interest in some custom designed properties with short term leases, try and negotiate the purchase price down, develop starting with those custom leased properties, and expand from there to larger scale shared resort amenities, and then the other "smaller" villas.
you might get lucky and find someone like the person who leased necker island for a while - and they might be interested in having their own custom designed property, in a far superior setting.
on a similar thought - having "groups" of villas/villa compounds within a certain distance from each other, while not having direct views of each other, might also be something you could use to attract groups/extended families.
