What do you think of clearing up your balance before your september statement? i.e. 3 days before payment is due, you pay your previous balance, then a few days later, 3 days before statement date, you pay the new balance (or even more)... the september will then show a £0 or even a credit... I might try that...
For example: my statement balance as of 07/08/07 is £2000 due by 01/09/07
on 24/08/07 i pay £2000
When i check my current monthly spend online on 01/09/07, I have spent £1500, so I make another payment of £1700.
On my new statement on 07/09/07 my balance will be £200 in credit or slightly less as I will have spent some more money... but no fee for the repayment protection... and 1000 BA miles.

I pay my card off every month, but today there is a £3k+ balance, as I am between statement and payment.
I reckon they hit you with the charge based on your month end balance, regardless of whether you pay it off in full. If you have no transactions in the month and the end month balance is zero then no charge.
Maybe wrong.
