The Chateau has tastings & tours for free. Premium and Reserve tastings cost $5 & $10 respectively.

I don't remember paying to tast @ Columbia last winter, but the website definitely does say that there is a $5 fee.

In reply to your intitial inquiry, I tried to do some research for kokonutz about the same type of "tour". Weirdly, I couldn't come with any service besides your regular "hire a limo" option. This was from Seattle to Woodinville, or Walla Walla, or Yakima, etc. I really do see this as an untapped service. @:-)
