Did the same a couple years ago, $14,000 for an '02 Accord. Negotiated a good price, then hit them with the AMEX (just tell them you're paying cash at the start). They seemed desperate, so no surcharge for me...and 28k miles (double mile promotion). It was at Honda Carland in Roswell, apparently it is not uncommon.
