9W uses a different terminal in BOM for domestic flights. You have to clear immigration and customs in T2 and then you can drop your bags at the 9W counter and catch a bus that will take you to the domestic T1.
AI (not IC) operates their domestic flights out of T2. In such case your luggage is checked thru and you clear immigration and customs at your final destination.
